defrost fogging up

I am having trouble with my defroster on a 02 Tahoe 5.3.
when I first start up in the morning and put on the defroster the windows start to fog up, seems like the defroster is not doing what its supposed to. Takes a while before the windshield clears up.
I checked the coolant level and its down a couple of inches.
would it be the heater core?
there are no leaks in it.
I checked the manual and it looks like quite a bit of work to remove the core.
Any help would be appreciated,

Unless you smell a sweet odor, I wouldn't worry about it. For the window to fog up like so when putting on the defogger, that has happened at least to every vehicle I've owned.
