dash lights reversed?

I just bought a very nice low mileage 2007 Tahoe. It is an awesome truck except for the dash lights which are acting weird. Basically the light around the gauges in the cluster does not come on but only at night. If I manually turn the headlight on during the day I can see the dash light on. Since I have no way of finding out what was done previously I am trying to guess what may be the case. I can only think of one viable scenario in that a feedback wire of some sort coming from the daylight sensor that controls the dash lights is reversed. Does this make sense? can anyone point me to a specific direction? I would appreciate any useful input, before I plop some hard earned cash at the shop.

I'm confused as to what the issue is.

1. The lights come on automatically at night as do the dash lights like it's supposed to
2. If you manually turn the light on during the day you can see the dash light on which also makes sense.

so when are the lights NOT coming on when you feel like they should be coming on?

I hope this explains it better, when the headlights come on at night automatically or manually there are no dash lights. If I turn the lights on manually during the day I can see that the dash lights are on. In other words opposite of what you expect.

More information, I went over every fuse in my box and found one for IS LAMPS (10A) out, as soon as I tried another fuse it went out. So obviously this is short. Can someone help please.
