99 Tahoe occasionally stuck in park

My 99 will refuse to shift from park on occasion. Regardless of ambient temp, on a hill or flat, doesn't matter. And when it does get stuck there is absolutely nothing you can kick, shake, or punch that will release the electric brake locking mechanism to allow the shifter to move. What is wrong ? Thanks,

next time it happens try to keep the brake pedal pressed and have someone check your tail lights, could be the brake swith giving you problems

Well there appears to be type of electrical solenoid that does the locking of the gear shifter. I know this because if you disconnect the battery and have the engine off, the column will shift from park without depressing the brake. Something in there energizes a lock and it must be sticking on occasion. How can it be disabled?
