2010 TAHOE POLICE PACKAGE Wont start

Just purchased a 2010 Tahoe from police auction, pros are that they kept all the top antennas attached so no holes in roof.(is there anything cool i can use them for?) but it won't start. when it powers on and i turn the key i just here clicking...

Dead battery would be my 1st guess

checked them replaced them, even used jumper cables, theres no sound at all when i turn the key just lights.
