My car has developed a whining noise that sounds like it is comming from the engine compartment. It is more noticeable in park or neutral or at low rms? Any guesses to what this problem might be?

Have you just recently started driving with the windows down? 
Not sure what your noise is, but I know that when the weather starts getting nice I drive with the windows down. Which allows me to hear things that are always there, but I can't hear with the windows up. Every year I hear supposedly "new" noises when the weather warms up.

Turn off the radio. Noise go away?
Noise go up and down with engine RPM?
Have any electrical work done lately?
Running a stock radio?
