One of my tails went out also a while back. I tried to use a 'gmc' receiver hitch tailight , and i think that was the source of the trouble. it was a piece of crap, and i think it made the tailights blow out somehow.
anyway, it was just the passenger side, and when i removed the pcb it was all charred etc like you describe. a new one at the dealership was 86$ or somthing if i remember right... In retrospect, I should have tried to repair the pcb myself. the traces are wide and the layout is simple enough that you may be able to get by with just soldering in a haywire/jumper over the charred area. Without looking at it in person its hard to tell if its repairable.
but yeah. just my .02.
