The box on the back of the air tube that says "vortec" going to the engine seems to be useless. What is this for? Can I just remove it?

if you mean the box above the throttle body, you can remove it but youll need a new intake. or some way to get air into the throttle body.

Volant is the way to go for getting rid of that thing.

I heard it DOES do something, like stabilize the air stream a bit or something.

All it does is to help silence the incoming air. Kind of like a "muffler" for the intake. It can removed with no ill effects, as long as you seal the intake where you had to cut it off.
