Steering Rack leaking

I have a 2007 ltz tahoe that i noticed the power steering leaking. i took it to a dealer today and they tell me the rack needs to be replaced. 791.00 installed then needs a 59.00 alignment. i looked on the internet and i see tsb TSB #070232002 on it but the dealer tells me this is not covered by them. I thought tsb were covered? can anyone verify this? Thanks,

Your vehicle is under a warranty, so unless you told them you did something to cause this, I would think they would be fixing the issue at no charge. Or are you over the mileage already?

oh i forgot i have 38500 miles on it. not covered under 100k powertrain warranty or 36k bumper to bumper
