I asked the same thing and they said the bumpers do not come painted from the factory. They order new ones and paint them at the dealers.

I was referring to the parts going to the factory, not the dealer. You'll find that most of the soft parts, both interior and exterior, come to the dealer unpainted. Cuts way down on inventory.
