Rear headrest will not rotate

While I am on my second tahoe I am new here. I have the 60/40 rear seats. On the passenger side, the headrest will not rotate back--it is stuck upright preventing the seat from folding. It did work one time. Is there a release somewhere? I did a search and found some stuff on removal but not this issue. Thanks for any help!

Figured it out, there is a cable under the seat that latches to a bar to release the headrest--it was undone.
