How to replace tow hooks

So we just had a huge snowstorm here in NJ, got stuck in about 3 feet of snow, when I got pulled out one of the tow hooks broke.

How do you replace them? What has to come off?

Two bolts.

One is through the side and comprises a bolt and nut through the sides of the frame rail with the hook in between.

The other is on the bottom and goes up through the frame rail into the threaded tow hook.
