The switch only works in the high position. I bought a new switch and still the same problem. Any ideas? It's a 1999 Limited.

The fan blower resistor is probably bad. The resistor regulates all of the fan speeds except the highest one. When the highest fan speed is selected, the resistor is bypassed.
