Faulty AC Controls??

I just bought a 2000 Tahoe Z71 5.7lt, well it has freezing AC which the previous owner said they replaced all the AC components. However, the front ac controls don't know whats its doing? If its in the off position the blower is still blowing air out the vents. If i turn it up a notch it turns on high, the further i turn up the knob it is intermitten to either higher or lower air flow? Does anyone know why it would do that? Thanks

Ok i have now replaced the Blower Motor Resistor and still no luck? Could it be the blower control switch? What i read about that switch is only if you don't have High blowing to replace it, well it does blow high, so now im confused any help would be great, thanks!

Blower switch will keep compressor on when off, suppose could cause the other symptoms.....
