What kind of performance gain could be achieved from a programmer under $300? MPG,HP,TQ,etc.

Okay, I'm a newbie to this and have never done a custom tune so I can't speak from personal experience. The guys on another forum all swear by a custom tune from http://www.nelsonperformance.com/ they say he can tune for performance or economy. It is custom tailored to your specific vehicle with lifetime upgrades. I don't know they cost but they tell me it's not much more than a generic hand held tuner.
