The insurance adjuster won't say squat.
He is just an adjuster and is there for mainly one purpose, to appraise the value of the damage sustained to your truck.
If the officer and the other party that was involved didn't say anything and there is nothing in the police report then your off scott free.
Collect your money and get your bumper fixed.
If it were on the police report that the driver stated that he didn't see your brake lights due to the fact that the lights were blacked out then you would have a 50/50 at fault accident.
