What I will suggest, is my own opinion based on a lot of online research and some proctical application on a 93 Non vortec FS Blazer of which I believe is good data in a general sense. I have a 1998 4 door Tahoe that I will be making a lot of improvements to very soon, so here is my 2 cents.
I will be going with a VOLANT cold air intake. I understand that they are very close in performance to K & N, but the difference is that the K & N is open to air in the engine compartment ( not very clean and hot). The volant unit directly replaces the stock airbox which draws air from the right front fender. This is the primary reason for my going with it. I believe you will get colder and cleaner air. Just my opinion.
For the exhaust, I would not personally put on a dual exhaust with out doing headers. From using headers isn the past I just believe in the performance gains. I would not recommend cutting out the CATS!!! I believe that would cause more problems becasue of O2 sensors and such. I will be going with an exhaust package that includes: JBA shorty Headers ( cheaper ones exist, but I want quality for durability), Magna flo #23453 CATS (Both the shorty headers and these pipes will bolt directly together just like stock components and flow much better) i will finish off the exhaust with a Flomaster Force II dual inlet single outlet muffler and pipe combo, # 17166. I can not do a true dual exhaust the way I want so I am going with a stock type set up, with performance parts.
After those are installed, I will get a blackbear performance tune. Check the into page to the forum, they are a sponsor and in my opinion the best option out there for tuning.
Again, I have not tried this combo but I have had alot of time to think it thru, and i believe that I have got it figured out for me.
I will keep the stock ignition for the meant time, with some mallory or moroso wires, a mallory Distributor cap and probably AC Delco regular copper core plugs or possibly Standard NGK's. I have spent a lot of money in the past on high dollar plugs
( platinums) , and I don't think that I am getting a performance boost from them. I will stay with stock types and replace more often. Again, just my opinion, hope this helps.
