AC Blows out HEAT 96 Tahoe

I have a 1996 Tahoe that blows out hot air when the AC is turned on. Blows hot every time. Do you guys think it needs recharged?

Does the compressor run? Is it like heater hot, or is it like not cooled hot? The actuators for the blend doors do go bad and could get stuck on heat, the control head unit can go bad also.... Do some poking around and test some of those things...
