A/C dryer line question

Hello. I'm struggling to diagnose my A/C not cooling well. I've found the following and was hoping for guidance. Please see pic.
The two lines marked "Return through dryer and back to compressor" are not getting cold. What would cause those lines not chilling

We need pressure readings and is compressor engaging at the clutch? Low on refrigerant.
