4wd electrical advice needed

I have a 1999 Ls 4wd 5.7. First snow over the weekend and 4wd is not working. No lights on the switches figured i can fix this quick by replacing the fuse ya right. fuse # 24 blown replaced it... no dice it blowes as soon as the key is switched to run position. disconnected the front acuator and the one on the transfer case no help. The fuse block pos#24 has 12v on one side as it should and the other side has 49 ohms to ground. I think the ohm value would be a lot less if a wire was shorted out? so i think it must be a device in the system? what other devices should i be looking at in the system? also unpluged the switches no help. put a testlight across the fuse terminals, turn ign on, light will light. Start unhooking stuff/ inspecting/wiggling wires untill light goes out or dims.... My 95 schematics show a 4wd indicator, spare power source, and aux storage battery.
