2005 Tahoe Z71 Keyless Entry will not reprogram

I have purchased a new FOB, thinking the old one was bad. I have followed the instructions in reprogramming the keyless entry
1. Hold Down the unlock button on the door
2. Turn the key on off on off
3. hold down the unlock / lock buttons on the FOB for up to 5 minutes
4. Locks will lock and unlock when programmed.

But it's not working, and the old one doesn't either. What other problem could it be?

Could be the Master Window Switch causing the issue, http://switchdoctor.net 30 day return policy if it doesn't fix the issue.

When cycling the ignition on off on off are you depressing the unlock switch on the door.. the other thig is after you cycle the ignition to the off position the door locks should also cycle to lock unlock to let you know you are in program mode then thats when you depress the lock unlock on the key fob.. now if its not going into program mode chances are you may have a passenger door window/door lock switch thats where the receiver module is for the key fob.. however if that is the problem once you replace the switch it will need to be programed at your local GM dealership
