07 Tahoe LT 2nd row bucket seat

The 2nd row right side bucket seat vertical back on our Tahoe occasionally will not fold up. It sticks in the retracted position. Any fix for this?

Since I have an '02 I am not familiar with the controls. Is it all mechanical or power button? Sorry about the question. I used to run repair shops for over 30 years but been over 8 since then. Some of the info I need I am rusty on so I will ask when I don't know.
