02 Tahoe need help with batt/ecm

OK....just bought an 02 Tahoe. I bought it form a friend. He loaned it to a buddy to go duck hunting. He splashed through a big puddle and the truck quit on him. He had it towed to a mechanic...the mechanic said it had gotten the ecm wet and was going to cost him way more money than than the truck was worth. I bought it to pull the drive train to go in my Jeep...cause it was CHEAP! I got it home...she fell in love and wants it to run.

Here's the rub. I put the key in it to try and get it in N to pull it up on the trailer. No electrical power. Put the jump box on the terminals under the hood (not the batt) and get power. Check the batt, 12v. Put it on the tender over night...no power with key. No ding, no lights...nothing. Put the jump box on the terminals and get power....but the security light flashes and it wont start. The radio, windows and all the other power stuff works. No Start. Is there something between the batt and the terminals that would cause this type of power failure?

I have looked at the ECM with the VATS disabled....but if I can't get power to the ecm it's no good.
