02 headlights

Have a 02 tahoe. Wife was driving home the other night went around a corner and the low beams turned off. Next day they were still not working, but then suddenly turned back on for a few miles then off again. Still not coming on. I've checked all fuses in fuse box and relays. used a meter and relays are working correctly dash switch is turning all other lights on and off, highbeams work. oddly enough i pulled the light out of the socket and i have 11 volts at the light socket but no lights on either side. Lights look good and even had a spare good set the I tried and nothing. Any Ideas on this problem. is there a ballast some where from factory.

Welcome to the neighborhood!

I had a similar issue on the wifes yukon not long ago and it turned out to be the bulbs, when they were out you could give the lense a little slap and they would come back on. But you said you tested the bulbs, so maybe not that....
