The second number is what I believe they call the aspect ratio, and not the sidewall height. In other words the sidewall height is a percentage of the width, or in this case 75% of the width.
This is how I caluculted:
265mm x .75 = 198.75mm / 24.5 (conversion to inches) = 8.11"
