Can the computer be tuned to "disregard" these sensors?

I have recently acquired a bone stock 97 2 door tahoe. I would like to remove the cats however in ny all obd2 vehicles have to be read by a computer to pass inspection. Once the truck throws a code it fails. So, can this hiccup be tuned out to pass inspection? Is this 350 mass air? How much...
