They are usually vehicles that have been used by an individual as a company car. Most companys do not own the vehicles they use as their company car. It was most likely purchased by GE Leasing and then leased to a company to be used as a company car.
What dealership is it at?
New plugs, wires, coil, points, etc will really help. Also a new battery and possibly a new starter depending on the condition of the current one. A gear reduction starter makes a world of difference.
A new fuel pump will make no difference what so ever unless your current one is failing.

I can barely decifer what you're trying to say, but I think your saying that according to your DIC you saw 5mpg increase but by hand you calculated a 1.5 mpg increase?
Either way, that doesn't affect me. I am not using DIC calculations to determine mpg.
