Blower motors usually use resistors to regulate the voltage to the blower motors to control speed. Resistors get hot, and can sometimes burn up and cause an open circuit. On the high setting, there is no resistor, which is usually why the high speed setting works and the lower speeds do not. Simple fix. If the rest of the truck is in great condition and the price is right, I wouldn't let this sway your decision much.
