I went and looked when you build a tahoe through gm, the net is always an option. It never specifies that it won't work with the power rear door. Its the same part number as the one in your 07, part 19153964. When building a new tahoe, its a $70 option. gm parts direct sells it for $35. BUT...

The power hatch only comes on the LTZ or models with the luxury package. Got a pic of the cargo net on one? Where does it hook? My 2012 without the power hatch didn't come with one.
