Why don't my anti-locks kick in?

The snow here can get packed to ice at the intersections, some are literally as slick as an ice-skating rink. Sometimes, not all the time just sometimes, when I pull up and slowly apply the brake's I'll start to slide. I then stand on them to see if the ant-locks will kick in but they don't. I can release the brakes and apply them in full again and still slide. At the next intersection they'll work just fine.

What's up with that?

If all the wheels are locking up at the same time the computer just thinks the truck is stopped. It needs to sense slippage on one wheel more so than the other I think………

Makes sense, so how do I get around it?

Imagine going down a fairly steep hill with either ice, mud or something other slippery goop. If the ABS works all the way down to 0mph the car wouldn't stop until you get down the hill since the ABS feels slipping and brakes on and off and on and off. The wheels need to lock to finally stop. I the beginning of ABS this was a problem because thay hadn't thought of this scenario.
