Weird electrical problems. Need help

I removed the dash of my 94' to do some custom work for the second time and I messed something up. When I roll the windows down they go very slow and the gauge needles drop. When I turn the lights on the same thing happens almost as if the battery is dead. My tach no longer works. When I try to roll the windows down only when the vehicle isnt running the headlights slowly light up. Also when I flip the highbeems on the gauge lights go off and the hazards go on. I have been told this is a ground issue, but cant seem to find anything at all disconnected. The only 2 things that happened when I took the dash out is I took out the dome light and door pin harness, and upon reinstalling the gauge cluster the traces on the back arced against some metal. But no fuses blew or traces wer broken...


If anyone at all can help I would appreciate it. No one around here knows what's going on
