Tahoe towing capacity

I have a 1997 Tahoe which I want to use for towing, it has a tow ball fitted to the stock rear fender bolted through the lower section of the fender, on the fender it states the tow capacity is 5000lbs but on the toeball is states the capacity is only 1000lbs.
My boat weighs 2200lbs so does this mean only have to change the ball that bolts through the fender ?

I think you mean Bumper.. not fender.. What I actually think you are referring to (lower fender?) is a receiving hitch. Anyway, 2200 lbs is nothing, you could tow that with a car. I tow my 86 Blazer, on a trailer. That thing is a tank compared to my Tahoe, much less a boat. I think you will be good.
