stuck in 4hi

Haven't been on here in awhile. I want to revisit my 4x4 issue. Its stuck in 4hi. Front driveshaft is currently siting in garage. Neutral light does not light up (its a brand new switch from carid) If you press the 2wd button then you can hear what sounds like something actuating thrn actuating back, friends say my front actuator could be bad, not sure if its that or something else. 99 tahoe

I haven't had this problem, but mine won't engage 4lo, although it will switch just fine from 2 to 4hi

AFAIK the actuators are hydraulic and older ones do not enjoy the cold much

Jack up the front end, turn one wheel, if other spins backwards then front end is locked, either actuator is bad or the control module under the dash is.
