spare tire winch tube

My new to me 01 yukon has a problem, or rather I have a problem. The tube to access the spare tire winch appears to come as two pieces. One attached to the bumper is short and fits out side the long on attached to the winch. On mine, they are not together so after opening the access door, the turning rod fits through the bumper but can't access the winch because the long on is not inside the short one. I can't figure out how to get the backside of the bumper clip off of the the door to remove the access door attached to the short tube so that I can put it back together after putting the long tube inside the short tube. Wordy, hard to describe, hard to understand. Please help if you can.
