Rusted Trailer Hitch

Does anyone know of an easy/ "SAFE" way of removing a rusted stuck reciever? I've tried everything but tying it to something and taking off, and we've all seen what can happen if you do that.

Take and clean the paint off the truck side on either side of it, strike a few beads from a welder on each side, remove stuck part.... (you arent welding the 2 together, you are just getting the truck half super hot........ (beads go on outside...))
