Question about tow hitch fitment

My Tahoe didn't come with a tow hitch receiver, so I found an OEM one on EBay. It certainly looks OEM. Everything bolted up except one problem... the holes on the center part, directly above the 2" receiver, don't seem to line up to any holes in the bumper. I.E., there's two holes there that look like they should line up, but the holes that are in the bumper/frame are off by about a half inch.

Can anyone just confirm that those holes actually line up and that their hitch is bolted in in the center as well as on the sides?

It's on their very solidly, with three bolts on each side, but if those center bolts are supposed to go in there I may have to ask for a refund and try a different hitch.

Try loosening you bumper mount bolts, there should be a little bit of wiggle room to get the bolts started.

Thanks, but I looked at that and I don't think there was any room for moving the bumper around, plus everything was pretty well rusted together, didn't want to fight it.

I ended up pulling the hitch back off and drilling out the central part a bit past the existing holes, which gave me enough wiggle room to get those two bolts put in. I feel much better having it installed properly!
