Problem with the tail lights staying on.

'02 2WD Tahoe - recently I noticed that my tail lights were on even though the engine was shut down and keys removed - no other lights were lit. I started it up (was day time so the head lights did not come on) - the tail lights stayed on and the brake lights would not work. I shut it down and pulled the brake light fuse. It was OK so I reinstalled it. After that, everything went back to normal. I had been towing a boat and figured the lights were maybe intermittently shorted enough to "confuse" the system but not enough to pop the fuse. I forgot about it till it happened again the other day - this time with nothing attached to the lighting system. Pulled the fuse again, it checked OK, reinstalled it, and everything's back to normal again. Anybody have any ideas what this might be?

Check the wiring to the power distribution block at the hitch plug in. Maybe even shoot in some die electric grease.
