Interial Dome Lights do not come on when drivig.

I have a 2003 Tahoe. When I open the door to get in, all the interior lights come on. No Problem.

When I turn the car on and drive (or even with the car off and the doors close), I can not turn on the interior lights form the light button itself. The only way to turn on the light if I put the dimmer all the way up. But this turn on all the interior lights for the Tahoe.

So, if I am driving, and I want to turn on the interior light over the driver by pushing that button, I can not. I did not have the problem until a month ago. Any ideas?
