In gear indicator

I am not receiving P or N indications on the dash. On the side of the transmission where the gear selector link enters the transmission there is an electrical box with two plugs. The upper plug is connected, however the lower plug is missing and the wires have been cut. Does any one know if this is the electronic signal that would send info to allow the dash indicator to show P or N? My suspicion is this is why I cannot engage 4lo. Thanks for your help
