battery drain

hi guys i have a 1999 chev tahoe and it has a battery drain i unhooked the battery negative cable and put test light between negative battery post and terminal end and test light lights up when i pull the fuses the olny one that actually dims is the horn fuse no other fuses go out when pulled or dim any help would be great thank you also the passenger side seat doesnt latch any help would be great thank you
