Backrest will not heat on '07 Tahoe

The driver's side backrest will not heat on my 2007 Tahoe LTZ. The top button will light up for 10 seconds, then I hear a click, and the lights go out 5 seconds after.

The bottom backrest & seat lights will go on and stay on when I press it, but the backrest still won't warm. The seat, however, heats up just fine.

I've tested both buttons on the passenger side and they work perfectly.

What could cause this?

Adding that it's apparently heating intermittently.

On my passenger side, you push the button stays on for about 10 seconds then turns off....anyone get anywhere with this?
