AC Compressor DeSlugging Kit

Murray Auto parts makes an AC Deslugger Kit which they call a "Climate Control Clutch Timer". This is supposed to help the AC Compressor slugging problem which GM stated in their bulletin TSB # 03-01-38-019A. I believe it can be used with many different make cars. Has anyone used it and does it work very well? It is sold by OReilly Auto parts. Part number 36141. I would think, if it does work well, it would extend the life of the compressor, but at this point, I do not know how or why it works.
