96 Tahoe head replacement/rebuild

Hi All,
A little history about this vehicle I posted this http://www.tahoeforum.com/showthread.php?t=10078 a couple weeks ago. That wass taken care of by the transmission repair guys that pinched the wires. Now I am getting a code for the catalytic converters not efecient. The tahoe does use oil and the # 4 and 6 plugs are prone to oil fowling. Thinking a couple valve guides going bad. What is the best way to check for this? Air with the valve cover off? Also would it be better to pull the heads and have them redone or is there an after market head with bigger valves for more air flow that would be comparable in price to the rebuild. Bear in mind I'm not looking for a fire breathing giant )) But down the road looking at a better breathing exhaust and intake filter system also.

Forgot to say that the catalytic code has been gg on for a while(GF's truck she bought new car) Quart of oil every 1000 miles or so and plugs in #4 and 6 gg maybe 6000 before replacing.
