95 TBI one injector not firing.

Previous owner replaced both injectors. One will not fire. I can swap the connectors and the one that didn't fire before will now fire. So I'm 99.9% positive it's not the injector. I looked at the ECM and it is a reman.

Any ideas on why only one injector is getting a signal to fire?
