2014 Liftgate Issue (video)

The Chevy dealer seems unable to fix my lift gate issues. My 2014 Suburban has been to the dealer many times now. All mechanical parts of the liftgate have been replaced (other than hinges and solid fixed latch), yet this problem continues. Sometimes it works properly but too often I get what you see in the video.
Any thoughts?
