Was recently hit from behind by some bone head and rear bumper assembly was pushed down guessing about 5-10 degrees.

It is not clear to me if the frame is slightly bent downward or if it is simply a rear bumper alignment issue where the bumper bolts to the frame. There is a towing package on the back which absorbed some of the impact as well, so not sure how much a factor this has in the situation.

I am assuming low impact given there was not much damage to our bumper or vehicle, but the bone head's vehicle was not drivable, so never know.

That being said I am not seeing any buckle in the frame per say, but am seeing about a 1 to 1.5 inch gap from the lower gasket of the hatchback, which if i recall correctly used to fit flush.

The repair manual does not go into much detail about the rear bumper alignment and it has taken the repair shop 8 days to still not figure out why the bumper still slopes, which I had to point out to them.

I asked if it is not a bumper alignment issue then is it a frame issue but still no clue from their end.

Which leads me to my inquiry of is it a frame or bumper alignment issue and what is the process of the repair, level of difficulty and how long should it take to fix in either case?
