08 Tahoe-brake lights only work with ign on?

I've check and rechecked all fuses and relays- but have no brake lights unless the ignition is on. Any ideas anybody?? Hoe is a former PPV (police pursuit)

I have an 05 and mine wasn't working at all. I've checked the fuses and switches, everything was fine.I then went to brake light pulled it out and started to trace the wires back and i notice under the roof lining the cut some wires.i grabed a tester and started tested the wires.....long story but it wasnt working because the cut the brake light wire to wire the police signal light. good luck hope this can help
