headlight adjusters

I am assuming that there is a ball or something inside this Square black plastic thing in the picture, I soaked everything with liquid wrench, but the black plastic thing is turning, and I am pretty sure it's not supposed to. Am I going to have to take the adjusters off or something To get it...
