I had a similar problem on my 04 Tahoe, and on a 06 Duramax for that matter. Sounds like a common issue. In both cases I was able to get the cable to drop a couple inches and then hold the tire up and give the cable a good jerk with both hands. It kind of "clicked" and then the cable would work...
