I had this same Problem. I found it to be a bad ground wire it just stopped working I replaced the Motor did all kinda troubleshooting it was a bad ground. Tip dont try to operate it with the lift gate open it does not work. I found out the hard way after hours of troubleshooting. :o)

I had the same issue only on a 2000. I had a bad ground I ran another good known ground and it is working.
