The wire is normally bare and is a drain wire that's purpose is to remove any residual or static charge from the components. If you do wind up replacing the amp make sure to have someone with a Tech-2 go thru a set-up and calibration on the new amp.

It's rare but the switching circuit in the amp can become faulty causing the amplifier to either remain on or or not turn on. To isolate the problem I would first see if you can pick up a used amp on Ebay, if that fixes your problem then you're done otherwise resale the amp and start chasing wires.
